Punjab Government to Prioritise Electric and Hybrid Vehicles

The Punjab government will now prioritise the use of electric and hybrid vehicles in order to help reduce air pollution and reduce fuel consumption. This will see government departments across the province slowly move away from using petrol and diesel based vehicles, with some exceptions for those vehicles used in the field.

This decision is part of the Punjab governments plan to reduce recurring smog and improve air quality.

Punjab Government Announces Electric Vehicle Policy

Government departments will purchase electric vehicles (EV) and hybrid vehicles as opposed to petrol and diesel based cars. This should reduce their reliance on fuel.

Zahid Akhtar Zaman, Chief Secretary Punjab said how the government is committed to protecting the environment and implementing green energy. Senior Provincial Minister Marriyum Aurangzeb spoke about the programme at a meeting with American business members.

However, not all government vehicles will be fully electric. Hybrid vehicles are still an option and there are exceptions for those vehicles that are used in the field.

Punjab Mandate New Petrol Pumps to have EV Charging Stations

As part of the government vehicle plan, Punjab has implemented new policies.

Newly approved petrol pumps will have to provide EV charging stations. This will help increase accessibility to charging and encourage motorists to consider EV.

170 petrol pumps across 31 cities have been approved through the e-Biz Portal in Punjab. This includes cities such as Lahore, Faisalabad, Bahawalpur and Rawalpindi.

Increasing the number of charging stations will help with the EV movement as more people, businesses and public bodies look to switch to EV.

Motor Transport Policy 2026 Implementation

In February the Punjab government implemented their Motor Transport Policy 2026 after cabinet approval. This sets out new guidelines for procurement, distribution and usage of official vehicles.

Electric vehicles will require approval from the Finance Department.

The existing Electric Vehicle Policy 2022 has also been extended to go until February 20, 2027.

Overall it shows the government want to introduce cleaner transport within the public sector.

How EV Can Help Reduce Smog

Air pollution is a constant issue within Punjab, especially during the winter. Road transport can contribute to poor urban air quality.

Electric vehicles do not produce any tailpipe emissions whilst being driven. This can help reduce pollution on the roads. However, they still will have an impact on the environment based on how much electricity is used to charge them and the emissions from the electricity.

Hybrid vehicles can help reduce fuel consumption compared to some petrol vehicles.

By introducing EV and hybrid vehicles within the government, the government hope to help with cleaner transport.

Issues With Government Vehicles Switching to EV

This can help with the environmental goals however there are some issues to consider. EV can be more expensive to purchase initially. There may not be as many charging stations and maintenance available across the province.

Considerations will need to include;

How far are you traveling? What will you be using your vehicle for daily? How quickly can you charge? Battery life and whether the appropriate vehicle can be provided.

Some vehicles used in the field could be in harder conditions or even have to go into areas where there is fewer charging points. This means that departments can take into consideration their requirements.

Having more charging stations, technical support and considering purchase costs will be important.

Impact on Pakistan Automotive Industry

This could help the automotive industry in Pakistan. As there is increased demand from public sector departments, manufacturers and assemblers may wish to increase their range of cleaner vehicles.

This could help with investment into charging stations, maintenance, battery maintenance and more. However this will depend on how much they actually purchase, when they are implemented and if locally assembled vehicles are available.

Consumers will benefit from more charging stations and a wide range of EV and hybrid vehicles meaning they will become more practical over time.

Conclusion

The Punjab government are looking to prioritise EV and hybrid vehicles within the government to help reduce pollution, reduce smog and help with sustainable transport. They have implemented new policies to increase EV charging stations at newly approved petrol pumps and new guidelines on purchasing.

There are some issues to consider regarding costs, charging stations and requirements however if implemented well this can help Punjab move towards cleaner transport.
